Željko Marković was born in 1951 in Berane.
- He finished Primary and Secondary School in Berane.
- He graduated from Faculty of Economy Podgorica.
- He is married and has one child.

Work engagement:

- In 1977 he initiated labor relation in “Montenegro Bank” as an Independent Officer for investment, and then as the Chief of the Department for investment.
-In 1994 he was pronounced Executive Director of “Montenegro Exchange Market”.
- In 1998 he was appointed Tax Administration Deputy Director
- In 2005 he was appointed Head of Tax Administration Branch Office Budva
- He was professionally interested in sport.
He speaks Russian.
